CHESS IN VORONEZH REGION. RECENT EVENTS.
The development of the chess movement in Voronezh region is carried out by the local public organization "Voronezh Chess Federation". For long years the Federation has been headed by real enthusiasts, the people, who understand the great importance of chess as an integrate part of social culture. An important part in the history of chess in Voronezh was played by the founder of Voronezh Chess Club A.V.Chubrov, and also by such people as V.P.Zagorovsky, L.M.Matvienko and the veteran of chess movement I.A.Sabelnikov. Nowadays the burden of heading the Federation is borne by A.P.Strekha, General Director of open joint stock company VORONEZHSVIAZINFORM. After his appointment as President the existing committees of the Federation became stronger and some new ones have been created recently to cover all major aspects of chess movement. The center of chess life in the region is the local Chess Club, one of the biggest in Russia, which has worked for about thirty years. A lot of international, all-Soviet Union and all-Russia competitions and various tournaments took place there. Two world champions in chess-by -correspondence V.P.Zagorovsky and G.K.Sanakoev, famous grandmaster N.G.Kopilov who used to "beat " such great chess players as M.M.Botvinnik, P.P.Keres, T.V.Petrosian mastered their skill there. The club raised the ex-champion of Russia N.Alekhina and more than a score masters of sports in chess, candidate masters and first-degree chess players. Owing to the club's activities in towns and villages of Voronezh
region there have appeared thousands of devotees of the wise game. The prestige of the club has been testified by the fact that such famous chess players as Anatoly Karpov, Maya Chiburdanidze, David Bronstine, Andre Lillental, Semen Furman and others took part in its activities. During these years ten its pupils became masters of sports in chess, two of them - grandmasters. The following is a brief record of the recent events connected with the defence of the Club : 1971 - Voronezh local Chess Club is opened. The total area is 614 sq. m
Since 1992 - the Club takes a lease from the above research institute (the building is federal property).
5.02.1997 - Resolution of Voronezh Region Administration N 112 to transfer the building to municipal property.
24.08.1997 - meeting in Region Administration. The following people were present : two deputies of the Governor - L.M.Dorokhina and V.M.Sukhoverkhov; Deputy Chairman of Voronezh Region Property Administration Gurnov; representatives of Voronezh Chess Federation A.N.Vostroknutov, Y.G.Seliavkin, V.G.Kalinin.
Recommendation given by L.M.Dorokhina : Chess Federation is to draw up a package of documents on the local Chess Club (statutes, contract for founding, contract for lease).
V.M.Sukhoverkov declared that the Research Institute have no intention to make a claim on the club about the building.
11.09.1997 - meeting in Voronezh Territorial Agency of State Property Administration Committee of Russian Federation .
M.N.Sekov made a claim that the Chess Club is to transfer to the Research Institute about 1/3 of its premises (about 180 sq.m.) to place a commercial organization and a radio station there.
Chess Federation rejected the claim.
23.09.1997 - by letter N 6-174 the Territorial Agency claimed that Chess Federation is to clear the premises.

In November 1997 the Institute refused to conclude the contract and Territorial Agency announced that the matter would not be considered
November 1997 - meeting in
Region Duma . The main point of the agenda - the owner of the local Chess Club
premises. The Chairman of the meeting - the Head of Youth, Sports and Culture Committee
N.S.Kotelnikov.
25.11.1997 - Territorial Agency forwarded a claim to Voronezh region Arbitrary Court against Chess Federation. They demanded payment of the rent which amounted to 59 607,700 rbl.
13.01.1998 - Arbitrary Court trial. The judge - N.G.Studenova.
The trial was postponed to 30.01.1998 due to the claim of the defendant
30.01 1998 - Resolution of the Arbitrary Court (the judge - N.G.Studenova) : to reject the claim since it does not contain all necessary information about the plaintiff.
20.01.1998 - Resolution of the Regular Youth, Sports and Culture Committee of Voronezh Region Duma about the owner of the Chess Club premises.
Having discussed the information given by the Heads of federal,
region and municipal property administration Committees and representatives of Voronezh Chess Federation, the Committee resolved :
24.02.1998 - Territorial Agency forwarded an appeal to Voronezh Arbitration Court for cancellation of the resolution of 30.01.1998 and forcing the Chess Federation to pay the amount of 59 607,700 rbl.
18 March 1998 - resolution of the appeal instance of the arbitrary court (the judgers - E.I.Larina, N.I.Ledeneva, V.A.Fedorov) : the claim of the plaintiff to indemnify the losses can not be legally qualified and is was rejected by the first instance court legally.
17.04.1998 - Territorial Agency forwarded another appeal (letter N 9-315) to Federal Arbitrary Court of Central district (the city of Briansk) for cancellation of the above resolution and transferring the case to the first instance court of Voronezh Arbitrary Court to be considered again.
19.05.1998 - resolution of the Federal Arbitration Court of the Central district (the city of Briansk) consisting of the judges : S.I.Smolko, L.V.Solodova, I.Y.Tolkacheva. The court resolved : the resolution of the Voronezh Arbitration Court of 30 01.1998 and the one of the first instance court of 18.03.1998 are not subject to any changes; the appeal of the plaintiff cannot be answered.
1.06.1998 - trial of Kominternovsky local court, Voronezh. The judge : T.I.Natarova, the secretary : L.I.Mutasova.
11.06.1998 - Territorial Agency forwarded an appeal to Voronezh
Region Court for cancellation of the above resolution.
March 1999 - meeting in Region Administration. The Chairman - Deputy of the governor - V.G.Kobiashev. The members of the meeting were the representatives of the Research Institute of Communications, Territorial Agency of State Property Administation, Voronezh and Voronezh region property administration committees, Voronezh Educational Committee.
At the meeting they discussed the problems of transferring the premises of the Chess club to municipal property. Nevertheless the interests of the Chess Federation were ignored entirely : its representatives were not invited and, moreover, they were not even informed of the fact that such a meeting was going to be held.
24 May 2000 - by the order N 242 of Voronezh Department of Real Estate Administration the premises of Voronezh Chess Club together with its property were transferred to the authority of Children's Sports School ¹ 13.
On the same day 24 May 2000 Voronezh City Administration and The above school concluded the contract ¹ 04-294-Ö for transferring the premises of the Club to the authority of the school.
Thus, under the pretext to defend children's interests the idea of Voronezh Chess Club itself was eliminated and so, the natural right of the Chess Federation for the lease of the premises was violated.
This is another act of infringement on the part of the officials that will inevitably lead to the loss of the club's premises. The fact of their transferring to Educational Administration speaks for itself.
If we do not change the present situation and force the officials to cancel their disgraceful resolution chess culture and chess as a sport in Voronezh region will die. And these are not just high-sounding words - this is the reality we are conscious of.
In July 2000 there was a memorial devoted to 75-th anniversary of a famous Voronezh scientist and chess player, the 4-th world champion in chess-by-correspondence V.P.Zagorovsky.
